OK, hopefully my last time to bother you - for a while

In the control panel for wax, in registration section, under "Default permissions for new members -        automatic assignment of flags for each new accepted registration", there is the option of checking "upload access". I have that checked, but it doesn't get assigned - I have to go in and manually apply the flag. Can that be fixed? (the option is not included on the adduser page)
