Wacintaki is a framework that allows multiple oekaki applets to work on a web site, and has specific requirements that go beyond just putting an applet on your web page.
For a list of these requirements, I'd recommend reading the Pre-Installation section of the Wacintaki Manual, and then looking over the
Newbie Guide. It explains a lot of the basics about what kinds of technologies and tools you'll encounter when installing an oekaki. Overall, it's about five pages of info.
It's not that hard, really, but it's not as simple as just uploading a bunch of files.

well i read that but it still dosenot solve my problem i upload the files using Filezilla like the folders the files r in or is that wrong should i just upload the bunch of em without tha folder <it also tells me that 20 some files r ristricted or upload was curupt>

OK, you apparently have a host server to run the oekaki. But, did you make sure you have a MySQL database available? You can't use the oekaki without MySQL.
Look at your host's FAQ or control panel settings to see if you have a database available.
