Unfortunately, OekakiBBS doesn't seem to work with newer versions of Java. The applet is no longer being developed, so it is unlikely this will be fixed.
If you have trouble retouching picutres with PaintBBS or ShiPainter, try turning on animations. With an animation present, pictures should retouch just fine, and your layers will be preserved.
