Step 3) Miss a few pixels. Keeps 'em guessin'.
Step 4) Carefully thought-out blur tool.

 I guess this program is Windows only. If anybody knows of a good painting/drawing application for MacOSX, please let me know. I have yet to discover anything beyond Photoshop that works.
