I can not IP ban users

I am trying to ban someone who is constantly harassing me but either nothing shows up or I get an error
The user IP and host that I put in
82.19.50.55
cpc3-sout5-0-0-cust566.sotn.cable.ntl.com

Do I have to delete the member before IP banning?

For some reason the ban files are locked.
If you haven't already, use an FTP program to change the permissions of the ban files, "ips.txt" and "hosts.txt", to 664. That should make them writable. If not, try something less restrictive, like 775.
If that doesn't work, try downloading the reclaim script, uploading it to your oekaki folder, and run it. That will try to recover all files that should be writable, but will only work if the affected files may be renamed.

Well I finally got a reply from Togepi and she tried doing what you said but we still cant ban the girl who's causing trouble

It doesn't look like there's anything in the ban list right now. Perhaps this script will help: Shows you which files are locked
