Here's what you do:

-Join a webhost that supports PHP and MySQL-- To make your life AND my life a whole lot easier, just join funpic.org.
-When you finish your registration, download an FTP client. Mine's FTPSmart Client, I forgot the link soooo you can google it or something.
-Now, move your oekaki file to 'My Documents'.
-Then open up your FTPSmart Client.
-On the top, you need to login. Just input your funpic username and password and your web address. Then press the arrow button.
-Drag the oekaki file into the window on your FTPSmart Client.
-FREEZE! Just wait for the file to finish uploading.
-When its done, go to your funpic.org website and click on the file 'oekaki' if you didn't change the name, it should still be oekaki.
-If you did everything right, then you should be able to run the installer.
