Which version of the board and Internet Explorer are you using?  This was a problem at one time because of the way Internet Explorer was interpreting the widths of tables, but I thought I fixed that a while ago.

Possibly.  My test board works just fine on my system, but your board messes up in IE 7 (Firefox works fine).  If you altered margins, padding, and other layout-related values in the template, you might have to copy all that stuff back line-for-line.  The colors and font sizes wouldn't cause these kinds of issues, though, so you can keep that stuff.  A syntax error in the CSS might cause the issue, too, so make sure all your brackets are matched, there's a semicolon at the end of every line, color codes are preceeded by a hash ("#"), and so on.

Also, try turning off the background scrolling effect.  I know that really slows down browsers, but whether it affects layout is a mystery.
