I could swear they used to be able to...  xD;  Although I don't own the oekaki, Pichu's World (http://pichus-world.com/oekakis/normal/) has been having this animation problem as well.
It upsets a lot of people because, even though they can import the canvas, they might have needed to save layers.  Are you certain there's nothing that can be done...?

Some people tell me that it [used to] work, but I've not seen that happen.  The applets handle images with Java's image toolkit.  Maybe the newer version of Java is different, and the applets' animation systems don't work anymore.

I did have to make changes to the applet code because of a double-import problem with Shipainter (you get a double-exposed canvas if you retouch a canvas and an animation at the same time).  I'll make a note to try out an older version of the board to see if something got broken, or if it really is a Java issue.

Never mind.  It's a browser caching issue.  Empty your browser's cache, and the animation will download again and it should play correctly.

I think it's time I got rid of URL recycling.  A lot of issues and questions regarding the board are related to caching.
