First, you need a web host.  It must support FTP connections and the PHP scripting language (almost all do), and it must also support MySQL databases (only some free hosts do).  If your server doesn't support all of these services, you can't install the oekaki.

Read "manual.html" in the documentation folder to get yourself an FTP program, and figure out where to put files and how to change the permissions.  You'll also have to set up one MySQL database, but how that's done depends on your server, so read the directions in your server control panel or the service FAQ, if they have one.
