@siliconsara: Yes, that is a problem on some servers. Files created by the server itself are off-limits to FTP access. Pretty dumb, but some servers are just set up that way.

never mind. the sys admin of the server found something in the htaccess file and corrected it. Now images are showing

This is just a shot in the dark (and people are more than welcome to correct me.)
Maybe your actual pictures files are being created by the applet as unreadable. I've had a similar problem when I used a Japanese php oekaki board (Poti). Whenever I created images from it, it set the picture so only the administrator of the server could delete it.
Again, I am only hypothesizing this. If someone has a better answer, speak up now.

My oekaki is at wacintaki.the-protagonist.net
When I submit my drawing, I get this error message
Forbidden
You don't have permission to access /pictures/OP_2.png on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.36 Server at wacintaki.the-protagonist.net Port 80
right now it's chmoded to 777
