There was a bad build of 1.3.8 that had this problem. Try applying the 1.3.8 hotfix to be sure all the affected files are fixed. This patch is compatible with all versions of Wacintaki from 1.3.8 through 1.3.11.
If you have a board older than 1.3.11, you will have to apply this hotfix first before updating to 1.3.11.
When I click the pending users tab I get this message:

is there anything I can do to fix this file and access this page?
