755 is the default on most servers. If the code is written correctly and the server isn't completely paranoid, 755 htdocs folders should always be writable to PHP.

If a Server can't convert CHMOD to 777 the php on there is almost useless...

Yeah, some servers need 777, some will refuse to work with 777, and will just return a completely generic 500 server error.

nevermind.... i had to chmod to 777 so that the server could read the files properly.

I just uploaded all the files and chmod'ed them to their rightful permissions. I went to install.php in my browser and got this message:
