Since I still have v1.3.7, does this update also include the fixes from v1.2.8 (I think I'm inferring that right from your post)?

This version is mostly to correct the updater, but it also includes the control panel hotfix.
If you downloaded Wacintaki 1.3.8 after August 17, you don't need to update to 1.3.9
