Here is your answer, from that section of the online manual:

Normally Wacintaki creates all the files it needs automatically. If you are using a custom install of Wacintaki or moving it to another server, you must CHMOD some additional files in the resource folder. This is only required if you create the files yourself.

The reason the files don't exist is because the installer makes them.  If you're using an older version of Wacintaki, or you're moving the board from one server to another, then you have to manually CHMOD the files.

As for missing files in the distribution, sometimes ZIP programs don't show folders properly.  Even without buying the applications, both WinZip and PowerArchiver will let you open the Wacintaki ZIP file.

I went to download Wacintaki Poteto 1.3.4 and I think there are missing files there.  First up, there's no documentation folder where the readme files and other instructions are included.  Second, I decided to check the online manual to do the proper installation, but the files in the "resource" folder (where I need to CHMOND) in my zip have different files from the ones indicated in the online manual (http://www.ninechime.com/products/Wacin … al.html#i4).  Instead I have "hacks.php", "pr0n.png", "preview.png", and "preview2.png" files instead.

This is a new install.  I'm unable to uninstall w/o the proper instructions and the proper files to CHMOD... please help?
