 Aren't wild animals naturally scared of thing bigger than them? That could be why he cant find anyone... Little hint - try crouching when approching trash cans.

 Heh. I used to work as a security guard, and raccoons would occasionally raid the dumpsters. You'd walk right up to them as they were fishing for food, and they'd look at you like, "well, what do YOU want?!"

 Well, I WANTED to pet him, but I value my fingers, so I shooed him away, instead. It took a lot of shooing, though, and he just kinda slumped away in a huff.
