Look at the person's profile to get their IP address or host. Write that down. Then, from the top menu, select Administration -> Ban List. Look for either the IP number or host in the list, and remove that one line.
If someone bans himself/herself by accident, it's possible that they used a host instead of an IP number. Banning hosts can be tricky, and may result in a lot of computers being unexpectedly banned at once, depending on the scope of the ban (where and how many asterisks are used).
BTW, owners cannot get banned.
